MP3Tag is the best program you can find. I allways use it and it's very nice...
I'll stick by Mp3tag for the manual, and mass type tagging. It's just so easy. There is one thats connected with MusicBrainz called Magic Mp3 Tagger, that I use for files that just seem to lose all info. It looks it up online and downloads the tags from a database. But unfortunately it only does 5 files at a time without being registered... and I couldn't find a legit crack. Mp3Tag it is though!

I also use Mp3tag.
The only disadvantage is that it only supports Windows.
So for Linux i would use Kid3.
I've been using Musicbrainz picard to sort out my library it searchs an online database and trys to match the songs firstly by name and then if that fails it creates a music fingerprint of sorts that it then compares again others online
It's a bit buggy in windows 7 but still works ok
I would like to say that mp3tag is a good program, but I also want to give an honorable mention to beaTunes for helping you do alot of automatic tagging and cleanup of your iTunes library. It isn't free though.
I use Mp3tag as well for all my mass-tagging needs. However, it may not find what you're looking sometimes for obscure/non-popular music so you'll have to do some research for that.
