if I go to "the poor" middle- or eastern europe there are hundreds of providers offering 10 or 20 or even 100 MB SIMMETRIC connections..

just at least an average 2-3 Mb..
at home with the fibre-optic 50 Mb Virgin the max. upspead is around 250 kb/sec.. I'd rather change my connection for a.. 20/10.. or 20/5 at least.. but yeah.. impossible ;}

That's the pricing from our largest ISP and that's only theoretical speeds, if your miles from the exchange (which is quite often in Australia) then your speeds are half that. If you want cable the prices are higher for less and the speeds aren't much better.

There is no technical reason other than money.
DSL requires expensive equipment to upload data, equipment that companies would rather not have to pay to install in every home. Castrating upload speeds saves installation costs, halves infrastructure upgrade costs, and creates a high margin lucrative market for business connections. DOCSIS 3 upgrades for twice the current bandwidth on cable lines is about $150 per line and companies are fighting every step of the way to avoid paying that. DSL upgrades cost even more per line.
Music and movie companies also don't want high upload bandwidth due to piracy concerns. The idea that bandwidth can be used for something other than file sharing simply doesn't cross their minds. Every time consumers have asked for higher upload speeds, they've been denied on the grounds that only pirates would want it. Never mind the fact that low speed means we can't video conference (telco's celebrated) and VOIP only recently became viable (telco's are still fighting that). I mean, hey, who would want live video of some family event they had to miss because they're shipped overseas or stuck at work or whatever? We're all pirates at heart and need regulation to make sure we don't steal.
