Some of my favorites are Tom's Hardware and Extreme Tech. I used to like Engadget a lot, but I feel like they've gone downhill recently.

Usually the hard drive should refrain from using that sector itself as soon as it detects the defect. Theres no way to influence to which sector data is written to by the os as far I know.

Here's a generic cookie cutter build that will typically get you the most for your money:

i5 2500K or i7 2600K($200 @ microcenter right now)
The K is important, it means you can overclock it, which you will want to do. It's relatively simple and increases performance dramatically.
HD 6950 (unlock and overclock to be comparable to 6970)
Any LGA 1155 Motherboard. No need to spend more than $100.
500W+ PSU
Any ram, 4-8 GB is sufficient.
Any case that will fit your motherboard.
Grab a hyper 212+ or another reasonably cheap yet efficient CPU cooler.

Spending more on the Graphics card, CPU, and perhaps a SSD will net you the best performance gains.

@ above if you buy an HD 5770 you won't be playing new games at high quality settings. It's a great card, but it's verging on 3 years old. You're better off spending more now or you'll be regretting it later.

Personally i would go for 8 GB ram since @hsharma did give 4-8 scale, but the ram at the moment is very cheap, and doubt you need that high watt psu.
