you need to have made 25 post been a member for 7 days and have earn 5 reputation points when all these requirements are met you will be promoted to 33%

This is because no one is thanking the giveaways or giving rep to someone that do something good for T-I.
This are the most of the users here. There are some that are giving thanks but not much. Now when the limit of 30 Thanks/Day is even harder to gain the Thanks/rep for new users.

That particular subject would be of no use until you were repped onto site, hence the reason it isn't in the intro section. The FAQ's are currently being overhauled, once that is done then I'm pretty certain they will be much easier to find and aswell as having up to date information.

Vegas, Hummingbird, and I were talking about updating the Navigation bar at the top of the page. One of the suggestions was to have the FAQ linked to the T-I FAQ instead of the vBulletin one. Maybe Vegas is waiting for T-I V3 before doing any updates.
It does make sense to have the FAQ stickied in the Help section. It was at one point, but wasn't set as a permanent redirect.
Edit: The FAQ in the navbar now redirects members to T-I's FAQ.
