Knowledge needed to start a tracker?
What kind of programming knowledge/which languages would you need to learn in order to set up a tracker?
I'm interested in developing a web app that would be able to represent user statistics (for any particular user) in a place outside of the tracker - this is a simplified explanation, but explains the gist of it. Any thoughts on what the bare minimum knowledge would be? Thanks in advance!

php and mysql.
you can do it in python too.
Actually you can do it in any number of languages, depends on what you want and how you go about it.
for instance, what kind of server do you have. Are you using a free webhosting? Then php hosting is plenty in supply.
THe answer depends on your exact requirements really.
