I'm assuming that no one else was on the road with him, because otherwise there's no way that his "my speedometer isn't working!" defense is going to work. Even going 10 miles/hour faster than someone is a fairly noticeable speed difference on the highway. He was going more than 100mph faster than the speed limit - there's no way you can convince me that he didn't know if someone else was around.
I'm not sure I agree with their system of taking his wealth into account when doing this - at least not without some cap. I mean, obviously the point is that he can afford this and it's going to be more of a deterrent to him than having a $100 fine or something but still....
