I think you have find local police auctions. Just be very careful though, I don't think you get to inspect the cars prior to bidding. Good Luck!

There was an episode of Top Gear about this. They got to inspect the cars before hand but were not permitted to start them or test drive them. It then goes to a no reserve auction later in the day. The one guy bought an old porsche that ended up having no reverse gear.
