Yes. However not for the faint of heart. Running under Windows doesn't help with it. Basic building blocks are an IRC/RSS auto-downloader, an automatic uploader, and some scripting glue. True cross-seeding may be forbidden on some private trackers for security reasons. If someone scans peers on tracker A, he will reach the peers of tracker B too. Not good ! Why to be private in that case ?
Two different .torrent files (with different hashes) in the same client, or two differents clients, are OK, because it's not multitracking but discrete cross-seeding.
