According to studies done Jan. 23, 49% of users in France still intend on illegally downloading pirated music and video. And, although, the use of P2P clients had decreased since France's bold move in creating the government entity High Authority for the Broadcast of Works and Protection of Copyrights on the Internet (Hadopi) the significant response has been that more user have used sites like Megaupload and Rapidshare to directly download illegal pirated content to their computers.
This they believe to be the attempt to circumvent monitoring equipment critical to initiating the three-strikes policy Hadopi has worked out with French ISP's, which contacts the offender with warnings indicating knowledge of their illegal downloads ultimately ending in a court-backed penalty that can include a halt of ISP service, but a continuance of billing for that period.
Britain's Digital Economy Act of 2010 enabled owner's of copyrighted material to monitor sharing sites to determine the IP addresses of illegal downloaders and use this information as a means to demand the ISP to drop the dime on their customers creating a bit of controversy as to whether it is ethically obtained evidence-- and guess where the pressure is coming from...British ISP's preempting profit losses.
