I can see why Canada is on the "naughty list". We continually hear of lawsuits against individuals in the US, while I have yet to hear about one single case here in Canada. Copywrite violations are done quite openly. Hell, even one of my older relatives, who isn't really that tech savvy, rips a copy of every rental/library DVD he gets his hands on and now has a 500+ collection.
