You can see about upgrading your package for faster speeds if theyre available in your area.
thats true, Im on cable, dsl,,im hooked through a router but that is directly connected to the router, im wondering if its the router though cuz its really old...prob more than 5 years, and I have interfernce on the line when I go wireless, and my connection sucks downstairs on the wireless end
If you can disconnect your router and directly connect your modem to your PC. Do that and check the speed. If the speed is the same, then its your internet, if not, then its your router.

O btw, if your ISP says you get around 10mbps or more but you're not getting it, it could be that your lines are dead or twirled, it may require line reconditioning. Other factors include environmental issues, like cold, heat and storms.
