I'm only on one comic tracker - called ComicBT.com It's good, but I don't have anything else to compare it too. It's also hard to seed. Sort of like waffles and what. I think mainly because of the small file sizes.

is the content easily browsed by genre/artist/characters?

I think e-comic genre is not exist.
But you can learn something case by case.
If you want to learn boxing, the fighting is good.
If you want to learn Judo, yawara is good.
If you want to learn human psychology, kaiji(?) is good.
etc.. etc..
Waffles has a large comics category although they aren't geared to help you discover new comics either.
I will Suggest you ComicBT , they have good amount of releases and nice collection check out hope you find , what you need
