but it is really hard...

I think Jpopsuki has many Japanese songs
but I don't know where it is hosted

First of all, I don't think bittorrent is popular in Japan. Although when I seed Japanese dramas I see many Japanese peers, I do wonder if they're Japanese or foreigner residing in Japan. It seems that they're into other p2p softwares like Share EX2 and PerfectDark.

As far as i kwnow, no tracker is hosted Japan

I think the reason for this is the law which stated up until early this year that downloading anything - even copyrighted material - was completely legal to do in Japan. So they'd use trackers hosted in other countries. It's too risky to host it in Japan. But to make it available in the first place carries huge penalties, that's why people prefer to release material using anonymous and encrypted p2p applications like Perfect Dark.
However, even the encryption system for that has been compromised recently by Japanese authorities.

Long story short: a good tracker can't really be hosted there, it'll just get shut down fairly quickly.
But don't worry, there's plenty of awesome trackers out there in other countries catering to Japanese content, plus there's streaming video sites like Nico Nico Douga (the Japanese equivalent of YouTube).
I used to use that site ALL the time, there's so much cool stuff on there, even English and American movies and TV shows dubbed in Japanese.

the only tracker i know is jpopsuki. it has Japanese content but i dont know if its japanese.

If you want to watch Asian doramas online then mysoujou is great when it works.

My main wants for Japanese stuff is raw mangas. For that I use
Nyaatorrent. Not much variety but they do have some older completes like dragonball, slamdunk, rounin kenshin, etc.
For rare stuff I go to Hihonmaru. Registration needed and it's mainly megaupload, hotfile, etc. But there are tons of mangas here.

I too wonder why Japanese stuff is so rare.... I mean the XXX stuff from Japan seems to have no problem getting out.... but Games, Mangas, and others seems so scarce.....

I guess the main reason is that they have always had their own thing. WinMX, WINNY, etc. Same in Korea. Korea has private servers that you join that has EVERYTHING. You can purchase download rights or earn them by sharing. Never used one since I am not Korean but I remember my friend downloading Need for Speed 2 when it first came out in like 1 hour in US from Korea.

another source for japanese content is asiandvdclub. it has quite a bit of japanese movies as well as other asian movies.
