I'd also like to add that it's not the MPAA itself who's in charge of logging pirates ip's but some private companies who are mandated to do so, i know of a company called Peer Media Technologies who operates within the USA, and Trident Media Guard for France.
Well, I'm assuming using peerblock/other antip2p lists on private trackers won't do much good, since I would expect Torrentleech and any other private tracker to run the IPs of their members against these lists and promptly ban any matching accounts, which means anyone left in the site must be using an IP unknown to these blocking programs.

I think a better solution (in lieu of a seedbox, which I don't feel like paying for atm) is just to switch over to other trackers I'm a member of that have a far smaller userbase than TL, and thus less likely to attract the attention of/be infiltrated by MPAA-sponsored groups.

You're right, it is far from being an air-tight solution, the best one being a nice VPN in Sweden, Luxembourg ( luxembourg has a lot of experience in providing solutions for those who don't want to be traced, one of the best "washing machine " of the world ), for a cheap 5 euros per month, you can sleep on your two ears ( sorry poor translation from a french expression )

Not legally enforceable. It would be like posting a note on the door of a crackhouse to the effect that any undercover law enforcement officer who entered can't arrest the dealers.

It could be like, how they are unable to enter your house with out a warrant?
Just put something in the terms and conditions of the site, so that it can be used to help people in court if they fight it.
