I would have to agree that it certainly seems that way. I have not even bothered signing up, so I guess I'm forming my opinion based on all of the hype surrounding the tracker here and elsewhere.
I, personally, don't see how they can set themselves apart.
Their promotion system is far from unique; other trackers use similar criteria for promotion regarding activity. I, for one, hated the "greeting" I got at BTN. Also, I can see their ratio policy easily discouraging seedbox users or, at the very least, ensuring poor speeds after the first hour or so after a torrent has been pre'd. 0day sites thrive on speed, isn't that whole point of 0day?
They're using SctBDev, which is really just a customized version of TBDev, so nothing unique there.
They're planning to focus on scene releases just like 90% of the trackers out there. They may offer some packs, but really most packs only consist of scene content and don't really offer anything new. And, on a side note, it would seem that their topsite has already been pre'd by the scene as being insecure, make of that what you will.
They've already started the tracker with the same elitist attitude that slowly killed ScL and forced them to offer open sign ups repeatedly. I think it was a bad move on their part to ignore the user db with emails that they had at their disposal. Most new trackers would kill to have an eager userbase to start up with. I think it was also utterly stupid of them to outright ban 2 countries before even opening with what would have to be the weakest excuse I've ever seen, ie Isreal's and Romania's speeds are not up to par, lol.
I just can't help but feel that sceneXpress will not live up to their hype.
I wouldn't be surprised if this was just another Sct-style cash grab, but maybe they'll pay their taxes this time, lol.
Edit: Never mind I mustve missed something but the people in the IRC support helped me realise i was an Idiot. I'll need some more time to really evaluate the tracker but it seems promising atm.

Yeah, there is really nothing special about it at this point. All that's really uploaded there are TV episode releases and you can get those almost anywhere. PC games slowly trickle there way there, but show up elsewhere much faster. There are some nice freeleech movie and tv packs, but again, those can be found on other trackers. Actually, I noticed that some are directly ripped from other trackers, such as IPT- I don't know if they originated from IPT but the torrents and descriptions are identical.
The fact that this site has risen from the ashes of a recently dead tracker doesn't exactly instill faith, either. Also, I don't understand the point of the "maximum ratio" limit, either, which will discourage seeding and/or make people leech useless junk to keep their ratio down.
I think that at this point it's pretty hard to start a new general/scene tracker unless you can really do something different with it, especially if existing trackers already do what you're trying to do, and do it better. Having said that, I know they're just starting out, so we'll see.
