Just to add, in some mids, and also I suppose are in hi level trackers, the partial seeding is not allowed, except for the pack files.
PartialSeeding normal torrent of course will boost your ratio. But imagine if most people are doing this, there wont be any completed torrents, and it gives false statistic for people want to download the torrent.
Partial Seeding on one face is a ratio booster .. but on other face is also called a ratio killer.

try multiple seeding download from a public or possibly a good private tracker and seed to IPT
though not required, a seedbox does wonders.

Cross seeding is not allowed on IPT AFAIK,and yes there are trackers that prohibit it,for instance,ScL allows cross-seeding only if number of leechers is more than the seeders.
Get a seedbox. it wil solve all of your problems :)
Yeah, even if its just for 1 month dude, a seedbox can do wonders. I paided 20euro and I upload upwards of 5TB this month without even trying. Over 600GB to IPT alone and I wasn't even trying to build up my ratio there it was only because I cross-seeded a couple of big releases like batman by reloaded and halo odst.
Oh and FYI, I cross-seed files between SCC, SCT, TL, IPT, SCL & heaps more and I've never had a problem.
