rTorrent queue manager
Just started the first torrent via my new queue manager. For now, it can ensure a minimum number of items is started, up to a maximum. It'll also get a feature to start items until a percentage of your bandwidth is used, but that still needs to be implemented.

Thanks for sharing it's nice to know there are such tools out there. but kinda feel that it defeats the purpose and design of rTorrent. rTorrent's idea is based on a pool of torrents. The benefit of such feature is the possibility to have many torrent running at the same time unlike running a single process one at a time.
Now I just wish there is a quota tool that doesn't need payment.
