Here a few tip.
The speed depends on your Internet Services Provider (ISP)
Do a speedtest : Speedtest.net - The Global Broadband Speed Test to see how fast can you upload.
Next you have to look at how many people are leeching the file and how many people are seeding the file.
If there a lot of seeder and very few leecher than your upload speed won't be that high.
If there few seeder including you and a lot of leecher than you upload speed will be high.

From looking at that website there aren't much leecher so the upload seed will be very low or close to none.
