    When I ask this question looking into they're profile is out of the equation. Rate it.....

    all of the above plus what trackers the applicant has to see if the invite im offering is best suited for him/her. In other words is it going to be used and looked after

    I usually start by looking at their username. If I know them and trust them I don't even need to look at the ratioproofs.
    The user rank (unless they are staff, exalted or COMPLETED) doesn't really matter to me. Unfortunately I trust a 33% the same way I trust a VIP. But that is a subject for another time.
    Number of posts? No, I never look at them when I need to decide if I will give the invite or not.
    Rep? Sometimes, but that is related to the user rank anyway.
