    LOL still not clear. The user first invited his friend. At what stage this password recovery stuff is coming to the picture ?

    I would say what i can think of :

    1. Maybe the user invited a friend from a banned country ( which is strictly frowned upon ). The site will come to know only when the new user will try to signup or during the login. So, when he had logged in/was trying to signup, the system flagged the user. In that case nothing can be done as it is against rules.

    2. Maybe the password/passkey was stolen which may have been misused. In that case also, nothing can be done.

    ps. I am trying to help here. plz don't mind if i sound cynical...
    He created his account(using a VPS), but he forgot his pass after a week (he used one pass generator), when he tried to recover his pass the emails didn't arrive to his mail box, so he join on IRC to contact the staff, on the IRC the staff got his true ip from his country and saw that he is from a banned country and refused to help telling him that he will lost his account and theres nothing to do about it.

    It is basically point 1 only.

    look the thing with a large and old site like SCC is most seedbox owners/resellers are members there. Most box users are racing on it. So, the sysops can easily acquire all the ip ranges for all box providers, even the latest ones. So, if u sign up through VPS, they would probably catch tat guy. 100%.
