Well home 1 is a different location from home 2 so I am pretty sure the IP will be different too. As for iphone and ipad, if I don't use my home's (1 or 2) WiFi, and connect through 3G, then again the Iphone/Ipad IP is again different, right?
By the way, if I am somewhere outside and I connect my ipad and iphone on the 3G network, will both of them get the same IP?
I understand 3G is a dynamic IP network, right?

My experience is that trackers usually ban the IP.. And sometimes IP range, since if you have a dynamic router you just reset it and get back into the tracker that banned your previous IP.

3G has completely dynamic IP allocation for sure. As for the other devices, yes, if they connect differently, or in another geographic location they will have different ip addresses. You can easily check that with what is my ip website. If that website has too much advertisements for your taste you could try ripe.net (your ip in somewhere on the right side).

just seeding and not getting banned in the first place is a lot less work than trying to circumvent a ban tbh...and people managing to re-register after being banned and then getting banned again is why some trackers ban whole countries...

I agree on that. I never got banned on any tracker, ever. Though I was once warned for my very high speed with some peers until I explained to them the principles of a metropolitan area network. I do have some accounts disabled for inactivity but that's about it.

In addition to all mentioned, I've heard of another type of ban. It's called and ISP ban. They block all IP address ranges assigned to an ISP. I've never heard of this happening, but I do know of one ISP that alludes to using it if necessary.

An IP / ISP level ban can also be expected in such cases where you and your invitee will also be banned permanently
Thanks to shadowbuild for repping me in.
