I'ts to little to be a tutorial, so I'm gonna write it here...
There are many ways to find trackers that are accepting new signups, for example: trackercheckers apps, websites, but now I'm gonna tell you how to do it with google, it's to easy:

You have to write torrent inurl:signup.php
and it'll display torrent websites with signups, but not alwways are good websites, and not allways are torrents.

You can change the last words (signup.php) for these ones (register.php, account.php, account-signup.php) to find more trackers.

Lol, I remember reading this in a tutorial called "Google Tips & Tricks". Interesting, thanks alot for sharing so others can see this. Although this is efficient only when looking for low lvl trackers, as the high lvl ones rarely have open signups and somehow seem to "elude" search engines... :)
