Does anybody know when TL signups are on usually or they just do it randomly???

I find it hard to believe they will ever be open again.

In terms of how big the site is, which one is bigger out of demonoid or torrentleech?

Not sure as I don't have a TL account yet. But hopefully will own one in the not too distant future. But Demonoid is quite big also.

Demonoid is bigger but speeds not realy good

The two are so different that you can't really compare them, but still.
In strict terms of size, the answer is obviously Demonoid - It's the biggest private tracker, simply because it's not really private (no limit on the number of users and you can get an invite simply by asking).
Demonoid also has more torrents because it's a general tracker, meaning that any user can upload anything, while TL is a scene-release tracker, meaning that only scene releases are uploaded there.

However, I'll say again that comparing TL to Demonoid is like comparing it to TPB. Yes, public trackers are bigger, but you will never get the same download speeds and the same pre times as in TL.
Overall most people who have TL accounts hardly use Demonoid anymore.

TL never actually open their signup page, however sometimes (not very often) they do giveaways on their IRC channel.

Almost any tracker's IRC channel can be found by attempting to connect to irc.<tracker's_address>
