Jekata is right. After looking at it again, there are 19 lines to the cipher. We have 21 forums. Minus the Exalted forums as well as the VIPs only, literally everyone should have access to the rest. Each line represents something we need to find in each forum BUT NOT the threads.
So it should either fall in line with this, or my initial answer, 42, is right.
