in my experiance most forums owners/controllers don't allow it because they can be very heavy in size (the one i posted is like 4 or 5 times less seized than most avatars/signatures) or because they want it to be an exclusive feature to moderators or vip members.. or even just to them..Also, one of our Admins has another very valid reason why animations are not allowed on site.
me my self i dont think it should be allowed in wide scale like everybody's avatars and signs but its ok as one 17kb vip bar..

In my opinion, they simply look bad. I think we should keep the userbars as professional as possible. That's why I like these bars posted by silentninja:
And that's why I don't like the wings idea. The only thing I'd change in these bars is moving the "V.I.P." slightly to the left.
